ArrayNot that I know of, I've made an editor b4 for Sim City 4, and Sims 1(PC VERSIONS). The "The Sims" and "Sim City" games are weird w/ how they do the compression/packing of the save files. I can look into it for the 360 version. I downloaded the game when it came out, and played it a little. I didn't like the port over, I've always felt that SIMS, should be played on the PC rather than the console. I'll look at the save, and if its like Civilization Revolution(360 Version) then I should be able to make a quick editor for money(if there is no check to it "Crossing Fingers")
