Of course you can change the speed of each move.
Do you see 15x single red box's? It is right under the MAX BUTTON???
There you can change the speed of each move.

These boxes where you can write ur wanted speedvalue are next to the green bars.

Oh sorry for my stupidity, i thought it was damage :O LOL
And another thing, why does everytime i select a custom damage in the balancing editor it resets?

Its only the hidden balancings... I've already fixed it, will work on Update V1.8.
Use another balancings in that time...
